Is it possible to do it with CSS or someting else is needed here? Who knows, please advice.

This is what I used for the wordpress theme I am working right now: http://jsfiddle.net/jezzipin/JJ8Jc/

I modified it and used it by adding a class to the header when the page is scrolled down.
