For me:

Photoshop – Design Stage

Dreamweaver – Code Stage

Xampp – Test Stage

GoDaddy – Publish Stage

Simple :)

The HMTL websites are the same as websites so whatever you would use normally to build HMTL/CSS type projects

As Pebas said, Adobe suites have it all in there and there are many alternative coding tools, then whatever hosting you use to publish it.

This is of course assuming you know how to write code and design using the tools.

You have an author profile saying you try to “offer you great templates”, so based on that I suggest you stick to using the software you use normally to create templates that way you will be in your comfort zone.

Photoshop + notepad + http://validator.w3.org/ Dreamweaver to easily find the error only in case if I need to correct the code.
