I need a photo upload and showcase website!

I’m looking for someone to code me a website on which anyone can post a picture via link or file upload, and it’ll create a smooth flowing stream of all the photos with visible tags.

I’m horrible at explaining, but take a look at http://platypus.fi/ for an example on the style and feel that I’m looking for, and similar fashion of presentation ( fixed width, repeat-x ).

Uploaders could register ( captcha required ) and then proceed to adding photos.

Admin has the right to delete photos and users.

Prepared to pay up to 100$, depending on quality and functionality!
