Because not everyone’s ideas are same. So really want to know how they understand about our item’s quality ?
Is there any software has for understanding our item’s quality ?

It’s simple. They have experience in that section of web media. A reviewer knows what will sell, knows what looks good, and knows what doesn’t by seeing hundreds of subscriptions a week.
If your file meets the criteria he has he will approve it, else, reject! 
Take it from me, if the marketplaces lived 5 years now, and they sell LIKE CRAZY , they know what quality is and isn’t.
Plus, graphic river is over saturated with the same things over and over and over, quality is now really high on this marketplace and if you are creating a file that is already present here and is present by the tone, if your file isn’t in any way better than the ones present, you will get rejected.

So far from what I know ideas are different than quality. You might have a different idea that I don’t like, but the quality of the making up is just amazing. I don’t like some kind of music but that doesn’t mean that it’s quality is terrible. I don’t like Jazz for example.
That being said, the reviewer knows better than you do. I won’t say that Envato reviewers are perfect. No, they aren’t and they aren’t the best guys out there. They might price you unaccordingly, but they won’t reject your item if it does fit.
When they say the quality isn’t enough, it means your product is missing in many aspects. I know that because all items I submitted so far are not quality items (according to me) and they get accepted from the first time (or soft-rejected).

I agree with Enabled. The reviewers know what quality is. If they soft-reject your item, it means it needs improvement. But if they completely reject your item, it means that you can throw it away. That’s just life 
I got a reply to my submission telling that there was a lot of scripts like that one in the marketplace… A lot means just one for the reviewers.
Two weeks waiting a reply from the reviewer because it didn’t checked at all the script.
And is not even close the submitted by me with the already one…
Really poor support.

Im sure they have there own guidelines on what gets approved but design does follow rules even if they look complex,out of wack, and random

why are you complaining??? You could be lucky that your last 3 items gets approved…...I dont want to be bigheaded, but your items are not the best design work I´ve seen so far
.......so try your best and become better, then the reviewer will be friendly to you too.
There is a reason why they didnt accept your files, in my opinion they could review a little harder…...a lot of trash on some marketplaces!
