any item that beaks the new rules will be soft disabled, that’s what I understood

that’s what i would hope they would do .. below is the only relevant bit i could find in their post:

”...We may also disable author accounts for alleged violations of other intellectual property rights, or where we consider an author to have repeatedly violated our Content Policy or Membership Terms.”

@kaaz: Since every photo has its own license in there, you’ll have to look at each license and determine the use based on what the license says.

There are a good number of cool images on foter.com and most of them are free to be used only on preview.
