That will happen with Facebook very soon too (if it is not already done) 
Let’s think about this for a second, technically to sell a photo (not just on Envato), you need a model release for any identifiable features (e.x. a face) and if you are on private property,.. (e.x. the empire state building) you need a location release – Are they finding a loophole around this? I know technically since they now have the “right” to, doesn’t mean they will – Is there a diference between ownership and use?
Another reason to quit using Instagram. It was great until Facebook bought it. Bye bye

lol, who didn’t see it coming a long time ago? 
I don’t use instagram but I’m guessing a time comes when every social platform that becomes popular feels the pressure to monetize itself… and eventually hurts its users because of that.
I can picture a new “Facebook” PD and GR account being created and having 1,000,000,000,000 pending uploads. Maybe thats why its taking longer than normal for approvals
