Couple of days ago i, i saw a nice tutorial on CSS3 and decided to use it on my project. but i found that it was not compatible with IE. how funny!!Still IE don’t support lots of latest technology. so we should say, developers will not use latest technology because of IE users!! so much fun here!!

I still think those stats are not all that realistic, StatCounter provide their own browser-based stats (http://gs.statcounter.com/#browser_version_partially_combined-ww-monthly-201110-201210) and I imagine they are probably the most accurate you will find simply because they get an absolute ton of data and it’s from a varying demographic.
Stats from one specific website will always be skewed whereas this has stats from all industries and demographics. It puts IE8 at 12.6% which sounds far more likely than 24% considering its age.
Plus when you look at the chart it shows IE having a greater marketshare than Chrome and Firefox combined which is almost certainly not true. Almost every browser stat breakdown you look at recently has Chrome/Firefox well above IE.
hmm.. Ok… but tell me something Ivor what is it for in Upload section “Compatible Browsers” ?
If so, why many themes in the market places approved in last couple of weeks have only “IE9” badge as supported browser in the IE line-up?

Don’t let IE stop you from using the fancy CSS3 stuff
. Do it as you like and just make a simple fallback for IE.

I think it would be soft-rejected if it was because of IE8 . Check the email you got from TF, the reason for rejection is stated there.

The overall design quality of your submission does not meet our standard requirements and should only be resubmitted after being significantly improved. Please browse our current library for examples of the quality levels we’re currently seeking.
I think, Themeforest review should’ve said a reason to reject my item …

Well that’s the usual response if they don’t think the theme is good enough for TF. If it was a few things they don’t like they would point them out.
