Yes there are admin themes out there but how about integrating to wordpress ?

At the moment, no. It would be a good idea, but pretty much every line of code you use would be redistributable because of WordPress’ license under GPL .

Yeah, it’s the same idea. One person buys it and just redistributes it.

There are a few plugins that change the Wordpress Admin layout. You could always be generous and put them up for redistribution on the plugin site for Wordpress. 
Or, you could create a Wordpress skin here as a Template and include instructions on how to incorporate it.
