there is request for my current themes to include multi language support, and some of those request is using WPML . i try to contact them to request free subscription using their plugin a week ago. but until now, they don’t get back to me.
my question, is WPML still available for themes author? or they just ignore me because i request free subscription for their plugin?

They say free subscriptions are available for theme developers on their site so I don’t see why not. I recently built a WPML compatible theme, I couldn’t be bothered to wait to get a free developer copy so just purchased it then got a full refund after I finished developing. As long as you request a refund in something like 30 days they’ll give you one no questions asked.
