why you are so surprise? he just mean that the exchange of offer is same method when Rome transition from Republic to Empire, around 31 BC if i remember right,this was very popular exchange back in the old days …..

If it costs $50 bucks, I’ll pay the $50 bucks.
If it costs $500 bucks, I’ll pay the $500.
If it costs $5,000 bucks, I’ll suspend the project, learn to write flash, and change careers 
I don’t know the going rate for flash development – therefore I can not set a budget.
I don’t work for free; I don’t expect any one else to either.
I have a bid for ~$1,600 USD – done in 3-5 days. The cost is a bit more than I anticipated, but there again, I don’t know the cost of flash development.
