I am having trouble finding any html templates on themeforest which has a contact form on the home page. I want it on the right hand side about 1/3 of the width.

If you know a little HTML /CSS, you could choose a template that you like most and has a 1/3 of total width right sidebar on the homepage (+ optionally a contact page). And then just modify that right sidebar and put a contact form in there.
Of course, should you not be able to do so, you can always ask this great community for help – many authors here do freelancing and can surely help 
This way you get to choose exactly what you like and have the functionality you need

I’d have to agree – find yourself an awesome template here that fits your needs and has the room for a contact form, and then modify it to include your new contact form.

My template that I released recently has a contact form on the frontpage. It’s only the HTML /CSS for the form though, if you were looking for the full solution (ie a PHP script that processes it) it doesn’t have that.
