First of all, .psd is not web design, it’s visual design. There is so much more to web design than static visuals. A website is dynamic, but a .psd is not, hence it misses quite a bit of the actual design work involved. So the coder that buys a .psd will have to do quite a lot of design work to produce a quality theme (and this is quite contradictory because the coder is not a designer). A 50-50 split would do it if we are talking about HTML-WP, not .psd-WP.

Just my 2 cents.

Form a partnership with Designer. You can share the profit with something like 25% (PSD) / 75% (WP) ratio for all sales grabbed from WordPress theme. If it is about PSD to HTML5 then profit sharing can be 50% / 50%.

75/25 is good for WordPress because WP devs are doing all the coding + support and it deserves 75%. If the design (PSD) is really great the theme will get more sales. This will bring more profit to both of you (just wondering, if getting the WP theme popular such that it is having 500+ sales at 23 USD (after TF’s cut) pricing can bring approximately 6×500 = 3000 USD for the designer). This is WIN-WIN stuff in our opinion.

What do you guys think?
The chance for 500 sale is quite small. I searched and see alot of partnership (one create psd , one create wp) make 50 sales of wp.

Totally Agree. 30-40% for PSD is fine.

If the PSD isn’t worth a $1,000 investment, it probably isn’t worth spending time developing the theme.

For a quality design that you are getting full rights to distribute, that’s not unreasonable at all.
