I think that means the rating of an item only shows when there are enough people rating it, the minimum number being 3.

No.. it means I need 3 votes for being able to get rating on my product from the buyers.. But My problem is how can i get this 3 votes

You can’t. It’s buyers thing to give you rating. And henryhu is right, the rating system is available (average value is shown) after receiving 3 or more ratings.
