Am I correct in thinking the photo model should come as part of the PSD file? It seems the last couple of flyers I have downloaded from this site are missing the model which is in the preview of what I purchased..

It depends on the license of the photo that the author owns. If he has the license that gives him the permission to include the photo inside the package then he’s OK to do so. But in most cases authors only make use of the photo as preview image because purchasing such license would cost more, of course.
