I know Flash is not the best choice for mobile templates, but if you check the market, Androids are starting to sell like hot cakes. With the release of Flash 10.1 for Android phones, that basically opens the door for everything you want for Androids.
My question is, can we develop templates made for mobile phones? Meaning, templates for mobile phones that support Flash ?

You would not want to do that yet. Give it a few more years.
