The extended license allows the file to be used in something that may be distributed. Of course not the source, but the output of the source. So for example if you were creating a DVD and you wanted the menu background to be a VH file. If you plan to sell the DVD , you need the extended license.
But the extended license only counts towards one project. So if a buyer wanted to use the file on 5 different projects he would need to buy the extended license 5 times.
