I personally used a Free OpenSource system called openX. The source can be found on their website: http://www.openx.com/support/upgrading#Getting_Started, if you do not wish to sign up you can find it somewhere else online.
Its brilliant, can target anyone you wish, on any device you wish and we have just served our 1 billionth ad
