You are allowed to buy the file on behalf of your client, alter it, and then charge said client for the service you provided of altering the file to suit their needs.

The thing is you cannot just re-sell the template to that client. Meaning you cant download the file, change it and then say “look at this custom site I made for you from scratch…$1,000 please”. When you buy the template for the client, THEY OWN the license to the template, not you. So you need to make them aware that this is a template that they are buying, and they are paying you for the alteration services, not for the full build.

That should be a bit clearer.

Borrowing watermarked files for preview purposes only, and then replacing those files with placeholders in the main zip is still permitted.
