I am looking for someone create a non-profit template based on two different websites.

the first site is a non profit that I like the layout http://www.raleighrescue.org/ the second site is a local college that I like the style and color scheme of the top section. http://www.easternflorida.edu/

The site will have approximately 20 pages and approximately 8 forms. it will needed to be accessible from both computers and mobile devices. The site can not be heavily scripted because of the low speed and bandwidth computers that will be accessing it from different countries.

I can supply further details if you are interested.

I am not a web developer, I know some basic html, but I will needed to be able to modify sections of the site or have someone who can modify the site for a reasonable price.
