Even though Paypal functionality was restored I have noticed pretty much 0 sales today which does not match my sales trends over the past several years (it’s never happened in fact). Just curious if that’s due to the Paypal issue, or some strange coincidence? Any other authors seeing a huge drop in sales today?

I would suggest patience. There are problems with all things human, and this is no exception. Undoubtedly, this incident was much bigger and affected many more people than originally expected, and Envato is making sure that each ticket and incident is resolved fully. If you have an urgent project that needs immediate attention, I would re-purchase the item via credit card and continue from there. The people at Envato will undoubtedly take into consideration the issues of multiple charges and deal with them accordingly and fairly. Personally, I am willing to try Paypal again for my deposit, since the issue has since been resolved since, and report my results here.
