Hey Guys, I use Adobe InDesign for this job. Great and easy to create a default template. And after edit, you just need export a PDF .

I use photoshop and then i add those images to acrobat reader and save it as .pdf
You have alot of control with photoshop, maybe you can use that

I do only video.
Myself used to do PDFs (in indesign) and tutorials, now I do just video tutorials as it is time consuming to do both.
Here is a screenshoot of how the help file looked:

It is only up to you how much creativity and functionality (or not) you want to “invest” in the help file, I see it as a “bussines card” for my clients ( used to).
PS: the text is blured for obvious reasons
