Based on your reply I can tell you never dealt with an online project.

For a professional service, with protection against security attacks and payment frauds, $1,000 is a mockery. Companies that create rock-solid websites, THE BASE FOR YOUR BUSINESS , will charge you $1,000 just for analysis and mock-ups.

My company did an online jobs portal for $20,000 and that’s where I would estimate this project also. Maybe less, at $15,000. (We are not interested BTW )

Unless you want to deal with later bugs and future issues yourself.

PS: Personal advice. If you get a quota in your future and you don’t get maintenance fees and costs for future bugs or future support, the company your dealing is a scam and the final product will cause you lots of problems and you may loose clients or your entire business. So don’t even bother. If you’re not willing to invest solid money just like in a real business, you won’t be able to make a buck on the Internet as well.
