The solution is simple, start approving wp and html themes by the same design strictness as you do with psd category 
you will notice hard drop in number of approved themes

I didn’t ever meet a reviewer in person but i doubt they have a range of knobs on their backs, one for each category, which allow quality level to be raised/lowered at will.
The amount of submissions is too damn high, lower quality item (as in both design/coding) and copycats will be approved no matter what.
This wouldn’t this bad if broken themes would be soft disabled and blatant rips removed at light speed but, unfortunately, that’s not the case.
Right now, envato doesn’t seem to have enough human resource to deal with a 2 millions users base, support just takes too much to answer/react and the fact a DMCA must be sent before killing copycats make the situation even worse.

Then they should hire more people, they sure have enough money to do so, only some of the elite authors pay monthly to Envato like the salary for 5 people.

The search icon (among other similarities) is exactly the same, ridiculous.

Also, the other marketplace that he’s selling that template is actually a clone of ThemeForest, using a script produced by a company which duplicates and sells all the scripts of Envato marketplaces (same look, almost same functionality, same icons etc.)
I don’t know whether Envato staffs know about such clones.

their name tells it all.
I hope envato sends a DMCA to end this
