Price of big project

I need a pay per download site. Take a look at fileice/sharecash. I would like my own site, with own scripts. People would register, upload their files. They get unique links and can use their own template. After download is completed, the uploaders gets 90% money from the survey and 10% or so would go towards me. I am willing to spend up to 1000$
