Idea for the redesign;
A “disable” button, where you can disable a product from the marketplace. This way, you can “remove” (temporarily of course) without the need to upload afterwards..
This could be fun if people wanted to upload a temporary bundle of 2 products, for a lower price

Excuse the extremely quick and dodgey mockup, but this is the idea that just came to mind which may help in this situation.
It was easier to draw than try to explain:

Basically you can buy the basic $10 item as normal. But if you want, you can purchase additional items/upgrades (eg: different background images for your html theme, a sliced psd for a wordpress site, or the ajax’d version of an existing contact form.)
The system would remember which “additional” ones you have purchased so you can re-download them for free if an upgrade is made.
BUT people who have already purchased the base item, can go back and buy ONLY the additional item.
I would have fun programming this. Additional items would simply be additional zip files uploaded in the upload process..

dtbaker, this is almost exactly what I mean and by looking at your visual it really shouldn’t be that difficult to implement. It’s all in the hands of the ThemeForest Gods though and something tells me this probably isn’t near the top of their priorities
