I’d need some clarification about licensing. If I’m using for example jquery plugin which is based on GPL license, and I’m using it on backend of my WordPress theme (in options panel), am I breaking this license as a code is not available to see/download if you haven’t bought that theme?

I ask because I was contacted by author of a jquery plugin with GPLv3 license and he said: “As you (should) know, if you use a GPL licenced code, you have to produce GPL code, so, it should be free to download your code.”
I don’t want to get in details of my conversation with this developer as it was really nice and good contact, and I’m really thankfull for his work and I will make donation for him, no matter what official position is, but I’m just wondering if he was right or not in that case.
