I’m pretty sure that Yes, it should be Tileable.

So like a 200×200 pixel image that would repeat horizontally & vertically.

Seamless is referring to where the image edges join each other if it is tileable there will be no seam but this will only happy if it is perfectly tileable.

~Most images can be made tileable by using the offset feature is photoshop.
