I am working on a responsive theme to be sold on TF and I will like to know what the standards is with IE 7 , IE 8 and any other browser that does not support media query. Should the theme also be responsive on this browsers or what ?

Have you seen IE 7 , 8 on mobile devices? I guess not, so and my answer will be: “I guess not”

I am not sure, as far as I know there is IE Mobile for Windows Phone. I do not know whether people use it at all. All I hear around is either Galaxy with Android or iPad with Safari. But maybe Windows phone is in use too?

To be honest I never considered IE and did nothing (technique #1 from above article).
By the way, support of IE7 is not required at all according TF standards.

I have no idea, I have read in Wikipedia:
“On February 15, 2010 Microsoft unveiled its next-generation mobile operating system, Windows Phone.With it, came a new version of the Internet Explorer Mobile browser. So far, new features for the browser include multi-touch gesture support, tabbed browsing, a new UI, smooth zoom in/out animations, and a hybrid rendering engine of the Internet Explorer 7 and Internet Explorer 8 desktop versions.”.
I do not know, maybe it is too old and nobody uses that version of Windows Phone.
Anyway, I chose very comfortable position for myself–do nothing, I think Windows Phone, even newest one, anyway is not is such the favour and maybe efforts done to adapt a site for Windows are not worthy.
