If they allow for redistribution – which they should – you can include them with your final download, along with its respective license.

However, many authors prefer to simply include links to where the plugins can be downloaded.

but that definitely prevents a theme from being “out of the box”, “ready to go” i guess some of the plugins need customizing etc so my advice is including the plugins that are allowed to be redistributed.

and a question from me: if a plugin is not allowed for redistibution, can you include it in live preview? it should be ok imo..

I have found that if I use a plugin in a theme… I was asked not to include plugins in the download and provide a link instead.
