Maybe one way of preventing this is to always ask for the “Work in Progress” files after every 2-3 weeks, so if no progress is being made, you’ll know right away.

As i sad we always have live dev link set up. So you ask him for the same and you can track the progress hourly, or if not at least once a day it should be updated.
I would told him to GTFO and found another reliable and mature dev. I would give any developer 2 month max (in case of some private issues, sickness etc). If someone have prepared framework it shouldn’t take more than a month.
I had the same problem with one of the authors.
Although he dragged it for 3 months… and nothing.
Not to mention that loads of people putted their projects on hold and waited for the wp version. >.>

The second dev showed me the progress of the HTML&CSS version but he never showed me the wordpress version!
