i want to create an HTML Template but i have a question should i design it in Photoshop first then slice the PSD or can i start coding it directly . you know because i am not very good in creating website designs in photoshop ( i am still learning)

I always just create a html file and work from there I do little designs on paper, and then just create divs and guess heights and widths then work from there.
Well everyone creates the themes differently. The process that I use it draw it on paper and then design it in photoshop after that code it in. Besides that when I am drawing/designing it on photoshop it will give me the opportunity for more things to add or remove from the design.

Everyone works in his/her own manner and upon his/her habits and skills, as for me, drawing layout in Photoshop is never obligatory.

so what i understand from this is that it’s not obligatory to include PSD files in your themes here in themeforest

Moreover, you can sell your PSD file as separate item (if you will draw a full layout in PS) and afterwards to release a coded version. But, making or/and inclusion of PS files is non-obligatory at all, since, as you see, many people prefer to code straightly rather than initially draw in PS. All in all, you should do it in a way you feel you are most comfortable with.
