Side Navigation Options Panel for Demo Purpases

Hi,

I have been trying to look and cannot seem to find anything on how to make this happen. I have seen few themes add a options panel to their demo on the front end for users to change the website to view the backend theme options panel. I was wondering if anyone knows and can hlep me further?
