I really would like to know what is the best solution to skin checkboxes, dropdown and file upload elements . I have not found the solution without JS.

Javascript. It sounds complicated, but it’s actually really simple. For a dropdown menu, have it replace the selection menu with your customized dropdown menu (a list of options, if you will) and it will set a hidden input to the selected value when you click an option.
