Just checked it out. I think the new “flat” design is okay here, because it looks so simple and boring that it would force people to do different styling to the visual than just use the default framework looks .
The new grid structure looks interesting – makes it easier to develop / design for smaller viewports.
I don’t like the whole mobile-first approach. It’s bad imo. When designing a nice website that needs to look unique and good on a normal screen, why let a mobile view hold you back.
Besides that, i liked the old look better. This one is SO ‘flat’, it’s looking ugly. But again, it’s a framework – so everyone should take from it what they can put to good use

So… Bootstrap 3 or Fundation?
In my opinion,Bootstrap! bootstrap 3 is definitely a step forward when it comes to responsive design.. it is flat or not .. This is only a framework,its your design..
The flat design is always better for a framework IMO. I think makes the overall CSS more clean, I don’t like the columns class renames and other small renaming. I hope the JS would get some improvements too.
Bootstrap 3 now separate between boostrap.css and bootstrap theme css. If you don’t like flat, just replace it with your own css
