This tutorial might be helpful to you: http://wp.tutsplus.com/series/developing-your-first-wordpress-theme/ I always start by creating the html template first. Then I strip the basic wordpress theme and integrate my own html and functions. Then theme options, widgets, some shortcodes but not too many, but I usually come back to options again, then widgets then shortcodes lol. Create, recreate, have better ideas, replace and so on. It depends if it’s for sale or for a client. I don’t usually follow plans when creating themes because the work for my clients must come first.
