Story Submission CMS

Hello there,

I am looking for a content management system that works like this http://www.truecopstories.com/ or http://highdeas.com/ so basically you submit a story and people are able to vote it, comment etc. Is it powered by wordpress, is the script unique or there is some specific CMS ? Thanks indeed for an answer.
