I get phishing emails all the time for PayPal, it seems to be getting worst and worst as time goes on.
Best thing to do is just call PayPal and talk to a rep to find out if it’s a real email or not.
You can try forwarding it to spoof@paypal.com—normally you will get an email saying whether it is a phishing email or not.
