I think nokia (ovi store) and BlackBerry would do anything to attract developers, I think their time has passed, they just don’t wanna understand that their OS’s are deprecated, who would invest developing time in Symbian os? Anyway if they give a free Playbook it worth to try 
.
I also thing a good number of managers(executives) prefer BlackBerry, that was the way, they feel important or they got used to it and don’t wanna let it go.
