And your example simple isn’t appropriate. Not need to be everything same with same JS effects etc etc. for smaller screen, especially background parallax effect and of course that is not grade for responsiveness. Your example show that (main nav drop down).

New comers don’t get special support, if anything it’s harder for them.

The theme works on different sizes does not mean it’s responsive, if you can grab a window and make it smaller and the website adapts to that, that is responsive.
How we should name this kind of website behavior which response well to all screens still, just need to be opened in smaller/bigger screen not manually window sized?

Nice concept but some how the navigation menu is not showing on the my screen at the bottom but still its fine …. but as you are saying that this is responsive so it should work but still not …..here is the screenshot of my screen – http://i50.tinypic.com/2gwcqd3.jpg
But rest is fine, also the hover on your portfolio is too slow so if you can speed it up somehow it would be fine .
also the logo is not responsive according to the theme ….........
