Template modifications (URGENT)

Hello Guys, I will like to hire one of you great web-coders To make some customizations to a template I bought. I need to add few things or replace with the existing code like images tool-tips for a category stand of use and few other stuff to keep you guys busy for the day.

Please i need your help as i dont really have the time to do this myself as im getting all the content I need to put into the webpage up to date and is a lot of text for me to update Thanks

Here I will input what I need really….

Look at the image and compare it to the template I bought which is Infringe All I want to change really is the index to what I have done in the image. The center rectangle banners are tooltips banners for news but I will use them for categories.

Look at the tooltips from this web-site www .sncorp.com/ I will like something like that but nothing in flash. I like JavaScript or even CSS if possible or what ever works and it doesnt need the same animation as a cool transition will be good enought
