I could be wrong, but I don’t see a place to upload content. For example, on any other marketplace, if you click “My Account” you get taken to the author dashboard where you can upload content. This does not work for me on 3dOcean. If I click “My Account” on 3DOcean, I just get taken to my profile page with no option to upload content. Simultaneously, http://3docean.net/author_dashboard does not work. No wonder there’s no content here yet, we can’t upload anything! 
I could be wrong, but I don’t see a place to upload content.
I think you have to pass the quiz first. I took the quiz, passed, and now have access to the upload page.
Make Money > Sell Your Work > Take the Author Quiz
