Hi Bob,
Licensing questions are best directed to Envato Support, since only they can provide authoritative answers; but my understanding is that the Regular License does not cover MultiSite use, and therefore each site would be considered an individual installation and require a separate regular license.
In my opinion, such a situation would best be resolved through a developer license, but Envato has yet to implement one, unfortunately.
