You’d need to purchase a regular license for each domain, or you could purchase an extended license if it’s offered by the author.

Correct.

Lets say I wanna make a new website using a theme (for Wordpress) I bought, but I dont want to take the current website down.

Is it possible to make a website on a different server first and then transport everything? Or do you need to buy 2 licenses to?

I’ll offer my two cent – the whole thing is an honor system, so use your best judgment. If your website is moving, and the theme will only be on two concurrent sites during a short transition, then you’re only using the theme for one website. I wouldn’t buy a second license for that.

If you plan to leave both websites up, then that would be two different websites, thus requiring two licenses.

Hope this helps.
