There is something I don’t understand. I am familiar with WordPress shortcodes, but when browsing html templates (not WordPress), I notice many of them have shortcodes as a feature. What are these? I can only suspect they are code snippets. Can someone please explain?

Yes, I understand that. But how do you build one (if you want to sell html templates). Is it a some function or just a piece of html code?

It’s just a piece of HTML code. In other words shortcodes in HTML templates are only designed elements which you can use to make any custom page.

Yeah, shortcodes are just like a presentation of what you can achieve by using that template. I believe it’s called that as most of the html templates are also converted to WordPress.
