Since when?? I’m pretty sure Windows 98 had it, and Mac’s have it so why not Vista? Well whatever, I bet I can find it for free! hehehe 
No, he’s right. It’s not included with Windows or OS X . You have to buy it separately.

Uh for me would probably be Myriad Pro, Lucida Grande and the classic Helvetica.
Funnily enough, I am partial to Times New Roman! However, I believe it should never be used a user interface/body text and instead in more typographic illustrations.

I’m pretty sure Microsoft decided not to pay for the licensing to use the font in it’s Operating System and therefore decided to create the knock-off version ‘Arial’. Look at the two back to back and you will notice huge similarities.
