I think it depends on how competent and comfortable a person is with coding.
Bootstrap is cool but it doesn’t work for me, my workflow or the needs of my projects. That doesn’t mean I don’t use frameworks like bootstrap to grab bits of code when I need them. Gumby960 has some form and button styles that are good to go right out of the box.
I like bootstrap to try to make some new design but for something more simple i like to use skeleton .. anyway that depens on how much one knows and understands the framework 
I beivelie css should code line by line and not framework. working with framework before master this language lead to don’t understand all bugs
If you are very good on CSS then dont re-invent the wheel, just go with Bootstrap. 100000000000000000000000000000000000+ for bootstrap, we recommend it.
Note, you have to modify the basic look and feel of UI elements provided within bootstrap. Just by visiting your theme people should not get any clue that it is built on Bootstrap -> that’s the challenge 
In case (for whatever strange reason) if you dont like Bootstrap , then you can try ZURB Foundation. It is also promising one.

I don’t think so , framework made our life easier and faster. the – is it hard to learn for noob and debug is not easy.
example is jquery vs javascript.

the topic is about css frameworks not js frameworks.. css frameworks usually contain a lot of useless code for projects and one can do well without it. buttons? if you have cool designs to code you will probably never ever use a single button from the framework. other elements? the same goes for them.
“is it hard to learn for noob” .. what? css? if you can’t code a site without a framework you shouldn’t be in this business
You first have to learn the language really well, and only then use frameworks to make your life easier. Otherwise you’ll always remain a noob..
Anyway .. the main point is that frameworks are good, yes, but for creative projects they are not so good.
PS. Just to make myself clear: I use WordPress(PHP) frameworks & i use JS frameworks. I love them. I just don’t stand CSS ones
