when i try to open google .com or any other google service i got a message “Error Code 118”, i can access all other websites, also when i tried to open in firefox i got message “The connection has timed out”, what does it mean, is it some thing wrong with my computer or is it with googles server?

This error simply means that your computer is unable to connect to the server. If you can browse other websites, then may be your router or firewall is blocking the specific website.
