I am totally new to themeforest, so if this is a stupid question I apologize haha.

Why are site templates so much cheaper than WordPress themes?

because they are easy to create. wordpress themes take a lot of extra time and easy to use for end users with wordpress GUI dashboard :) not everybody is good in editing html templates.

Because the price for html is not changed since fixed layout age. With responsive layout as standard feature these days (not to mention tons of js-s) it is much harder to make good html then it used to be. So in my opinion responsive html’s are really not valued enough compared to cms.

You can’t compare that since most themes are also responsive which requires the same and even more work than just responsive html

Authors of WordPress themes need a lot of time to support them and to make new updates.
