Wordpress File Manager with Groups

I need a WP plugin created (or point me to one that has already been made) that allows me to create groups, assign WP Users to the group, assign / create a folder within the wp-content/uploads folder to the group, and then will allow the users to upload / download files from the folder. Each group will only have access to their folder.

Anyone interested in building this for me? If so, how much? Do you know of a plugin that has these features?
