yes, there are some weird CSS rules but you have to adjust your own if your site doesn’t display well.

You do know you can add this to your functions.php to just simply turn off the admin bar:

show_admin_bar(0);

I’m starting to wonder how buyers will respond to a theme that has the admin bar disabled? I don’t think it will make much difference now because it’s so new. In 6 months on the other hand, when half of the plugins somehow have junk built into the awful admin bar… I think it’s going to be a huge pain in the back-side. Authors will end up forced to support it or get constant complaints from buyers.

Stupid WordPress 3.1, I hope the core team is having just as much trouble due to this update as the rest of the community. It’s not a problem with how they implemented the new features, it’s the decision making I’m questioning. The choice to have that feature in the application was the mistake they made.

I read that half the core team were fighting to keep it out. I guess in the end they were strong armed into it?

Pointless indeed! And now we’re stuck with it because they can’t (or won’t) go back and take it out in a future update.

Prepare to see it getting abused like crazy by plugin and theme developers. Everyone and their mother is going to add their custom crap to it so it will run out of space and long term it’s going to be become a feature you MUST support. I say this because I know plugin developers are going to build crap into that bar for the public site and users will complain that they can’t use a plugin with your theme if it doesn’t support the horrible, stupid, idiotic admin bar that should NEVER have been put on top of my design unless I designed it to go there!!!
